Commission recommends PD amendment to remove five landscape islands at Flower Mound High School

The Flower Mound Planning & Zoning Commission on a voice vote recommended that Town Council approve a planned development (PD) amendment to modify parking and landscaping at Flower Mound High School.
The amendment would remove five landscaped islands in the northwest quadrant of the campus parking area and relocate or mitigate the five parking trees required by town code. Cody Freeman, a planner in the town’s planning department, told the commission the applicant proposes to "remove those five landscape islands" to give the marching band more space and mitigate the removed trees by placing three trees closer to Peters Colony Road and two in the compatibility buffer.
The applicant’s planner, Hannah Haber of McAdams, told commissioners the band currently practices in the area with the islands in place and that the island locations are “obstructing their practice” and “becoming a major hazard.” Commissioners asked whether the relocated trees’ caliper (trunk size/age) was known and were told the trees are not large and are expected to be relocated; if any relocated tree dies, the applicant must replace it to meet the town’s tree mitigation requirements.
Town code section 94-63 requires parking areas to have trees located within 100 feet of parking spaces; the amendment would modify that standard only for a small portion of the parking area. Freeman said the proposed change would reduce the overall parking count modestly (from 1,869 spaces to 1,865, as presented) and remain within the town’s allowable 20% deviation from parking standards.
After staff and applicant presentations and a brief commission Q&A, a commissioner moved to recommend approval of Item I-2 "as stated." The roll call recorded the following votes in favor: Commissioner Jackson, Commissioner Harris, Commissioner Yostas, Commissioner Langley, Commissioner Baik and Commissioner Schultz. The motion passed and the commission forwarded the recommendation to Town Council.
Town Council will take the final action on the PD amendment; the commission’s recommendation and the applicant’s mitigation proposals will be part of that council review.
