Staff recommended renewing three standby disaster‑debris recovery contracts and changing the order of ranking used when the village activates contractors after storms.
The original 2022 award included Series Environmental Services, Phillips & Jordan and Crowder Gulf (ranking order at that time). Staff said when the recent tornado hit, Series (the then‑number‑one vendor) could not provide services in the needed time frame and Phillips & Jordan stepped up and performed the cleanup. Based on that performance, staff recommended reordering the ranking to make Phillips & Jordan vendor number one, Crowder Gulf number two and Series number three.
Staff said all three firms agreed to renew for an additional year; Series and Crowder Gulf agreed to renew with no price increase, and Phillips & Jordan requested a small price increase of 2 percent. Staff emphasized that these are unit‑price contracts and that evaluations in 2022 considered qualifications, approach, experience and price, not price alone.
Staff also asked council to continue language allowing the village to call on the Solid Waste Authority of Palm Beach County’s backup contractors if the village’s vendors are non‑responsive in the event of a wide‑area storm. Council discussed the importance of vendor reliability rather than the lowest price, given the village’s recent experience.
