Staff asked council to authorize an amendment to the existing agreement with Leo Daley (architect) to complete full design services for a new Palm Beach County Sheriff's Office (PBSO) substation.
The original architectural contract was awarded in 2022 and included program confirmation, site capacity analysis and a conceptual estimate. Staff said funding appears to be in place now and that the village wants to resume design, with the proposed design contract amendment of $1,197,290.
The scope covers schematic design, design development, construction documents and supplemental services, including program validation, interior design, data backbone infrastructure, communications infrastructure (COPS design), commissioning and LEED (or similar) services, staff said. The design effort is expected to take approximately nine months.
Staff said they will issue an RFQ for construction management services in the next 30–60 days; the selected construction manager at risk would coordinate with Leo Daley. Staff acknowledged the 2022 conceptual cost estimate (about $20–22 million for a roughly 22,500‑square‑foot building) will likely change and that program verification with PBSO's new command staff is part of the immediate next steps.
Council asked whether the building will be attached and whether the size will remain the same; staff said those are elements the design phase will confirm. Staff recommended authorizing the design amendment to move the project into the construction procurement phase later this year.
