Staff recommended authorizing an amendment to the existing annual lawn maintenance contract (Florida ULS Operating LLC, d/b/a Haviland AG Innovations) to add Greenbrier Park and South Shore Park to the company’s scope for an annual additional cost of $202,776.
Council had originally approved a three‑year contract in 2023 for the Wellington Amphitheater (totaling $135,841.20; approximately $45,280.40 per year). Staff said the contractor has performed well and that adding Greenbrier and South Shore Park will bring the same level of maintenance to those parks. Staff said the parks had been under‑maintained for years and that replacing the village mower equipment to maintain the parks in‑house would cost approximately $185,000 for the mower alone.
Staff described the amended contract as comprehensive maintenance — 82 cuts per year, fertilizing, soil conditioning, verti‑cutting and other turf services — not just mowing. The contract amendment would cover one year and exceeds the $50,000 threshold, so requires council approval. Staff said the contract has renewal options; contractor may request price adjustments at renewal but those would be presented to council.
Council discussed reassigning in‑house staff; staff said the parks previously received limited maintenance and would now receive full service. Staff recommended approval of the one‑year amendment with the annual cost of $202,776.
