Advisory commission backs fenced play area for shelter dogs; will ask county commissioners to approve

At its June 3, 2025 meeting in Bimthorpe, the Carbon County Animal Shelter Advisory Commission voted to forward a written proposal to the county commissioners seeking approval for a fenced outdoor play area for shelter dogs.

The proposal — described by commission members as an enclosed, staff-only run for enrichment and meet-and-greet observation — would use donation money the shelter has received. The members discussed two possible locations: the grass area next to the memorial garden or a corner parcel across from the memorial garden. The commission emphasized that the area would not be open to the public and would be used by shelter staff to allow dogs off leash for exercise and behavioral assessment.

Why it matters: a contained outdoor area could help staff evaluate a dog’s off-leash behavior and provide enrichment that may improve adoption outcomes.

During debate, commission members noted liability concerns if the public were allowed in the space; the proposal limits use to shelter dogs and staff. The commission also referenced a nearby municipal dog-park project by a local party identified in the meeting as "Pascagone," saying a public park for residents is being developed separately.

After discussion, a member moved to approve forwarding the proposal to the county commissioners and another member seconded. The motion passed on a voice vote: "All in favor, aye," the chair called.

The commission will sign the proposal and send it to the county commissioners for formal approval and permitting decisions. The motion did not appropriate funds; the group indicated the donors’ money is available for materials but said contracting and formal county approval would be required.

Chairman (name not specified) said the commission "would like to present that" idea to the commissioners. The commission voted to forward the proposal and asked staff to prepare the submission.
