Village staff previews Solid Waste Authority TRIM and proposed residential rate increases

At the agenda review staff presented the Solid Waste Authority preliminary TRIM package and proposed residential rate adjustments for fiscal year 2026.
Staff described operating cost pressures and a contract cost adjustment tied to an annual CPI indicator for "water, sewer and trash collection," capped at a 5% maximum. Staff said the March 2026 indicator for that metric was 4.88%, and that the proposed budget includes the contract maximum (5%).
Staff recommended increasing annual residential collection rates: curbside service from $310 to $320 per unit and containerized service from $230 to $235 per unit. Staff said the increases will fully fund the solid waste contract and provide a small contribution — $259,000 — to the solid waste fund balance.
Staff noted that final approval of rates and millage will occur later in the August agenda when the village sets final rates, and that the TRIM presentation sets the maximums for truth‑in‑millage notices.
Council and staff confirmed that the presentation used an amended draft page to correct a calculation error; staff said the amended version should be used going forward.
