Village staff presented authorization to execute a task order with Kimberly Horne Associates for engineering design services for Train 1, phase 1 post‑treatment and process improvements at the Village Water Treatment Plant.
Staff described the project as the next phase of the membrane master plan program. Phase 1 will design new plant piping and post‑treatment needed to expand membrane plant 1, including degasifiers, scrubbers, instrumentation and controls, electrical work and piping to route membrane‑treated water into expanded post‑treatment. Staff said the phase 2 project will build the larger membrane train itself.
According to staff, an earlier plan (2016–2019) to expand each of four existing trains proved less cost‑effective; instead the village is pursuing a larger Train 1, which staff said provides operational advantages and "saves about $2,000,000." Hillers Electrical Engineering will be the subconsultant for electrical, instrumentation and controls. The engineering design task order was listed at $406,146.
Staff said the program remains on a construction timeline that spreads work across fiscal years 2026, 2027 and 2028, with other projects (HPP 9, M2 expansion) staged to keep design and construction rolling.
Council members asked about milestones and return dates; staff said phase 2 design is expected next year and construction budgets will be phased over FY26–28. The task order covers the design/permitting stage only; staff recommended awarding the task order to proceed to final design.
