Applicant and neighborhood context
Applicant Carol Gambar, who said she has operated assisted-living homes in San Antonio for 17 years and described the Hilton Head location as an eight-bed home since 2008, told commissioners the site has had long-standing neighborhood engagement and that the Northern Hills homeowners association “does not object.” She said the property has two on-site spaces, alley parking used only during occasional holidays and an adjacent neighbor who serves as zoning representative.
Staff position and commission action
Staff recommended denial, citing proximity to local streets unsuitable for commercial traffic and insufficient off-street parking for a larger facility. Commissioners debated parking and the potential future increase in residents if not limited by the site plan. Commissioner Whitsett moved to approve; Commissioner Reyes seconded. During the discussion commissioners confirmed the commission could bind the conditional use to a resident cap under the applicable UDC provision. The applicant accepted a friendly amendment to limit occupancy to eight residents, and commissioners requested the applicant amend the site plan before taking the case to City Council.
What happens next
The commission’s recommendation, as amended, will be forwarded to City Council; the applicant must submit an amended site plan that reflects the eight-resident limit for council review.
