Board approves $138,420 grant renewal to fund county child-care health consultations

The Cochise County Board of Supervisors on June 3 approved an intergovernmental agreement with the Early Childhood Development and Health Board (First Things First) to fund county child-care center health consultations for fiscal year 2025–26.
The grant (GRA state-24-1242-O1-Y2) provides $138,420 to Cochise County Health and Social Services to support two part-time staff who provide on-site consultations, training, safety and infection-control checks for child-care centers across the county. Health staff told the board the program serves 43 centers with a combined enrollment of 2,772 children.
The county clerk presented the funding mechanism: the county will pay a $5 per-case fee for a separate judicial digital evidence portal from a dedicated fund, and the child-care grant is a separately funded state grant administered through Health and Social Services. Health staff emphasized the public-health purpose of the consultations: verifying staff CPR capability, infection control and other safety measures, and providing technical assistance to centers to maintain licensing and public confidence.
Supervisor Kathleen Gomez moved approval; a second was made and the board voted in favor. Health staff noted the two employees are spread thin covering the county but provide an important regulated service. Staff said participation and compliance are required for centers that accept state funding; refusal to participate can affect star ratings and eligibility for funds.
