Kootenai County commissioners appoint Joel Nolan to Panhandle Health District Board after candidate interviews

The Kootenai County Board of Commissioners unanimously appointed Joel Nolan to the Panhandle Health District Board of Health on May 29, 2025, following a series of candidate interviews held during the board's 1 p.m. meeting.

Julia Mangan, identified in the interview as a retired nurse practitioner, said prevention and self-care have long guided her practice. "I believe in self care," Mangan said, adding that rebuilding trust with the community is a prerequisite to successful public-health outreach. Mangan also expressed skepticism about how pandemic-era policies were communicated to the public, saying, "the CDC knew that young boys who took the COVID vaccine were susceptible to cardiomyopathy. They didn't release it," and argued that transparency is needed to restore trust.

Another applicant said she would prioritize community education and free programming to improve nutrition access, pointing to local class-based programs as a model. A different candidate described nutrition as foundational to addressing chronic and behavioral health issues and urged outreach that starts with schools and at-risk youth. One applicant briefly replied to the vaccines question, saying, "I'm definitely con," indicating opposition to mandates.

Applicants generally agreed that communication to the Board of County Commissioners should be regular and proactive. One candidate said there should be "no surprises" and recommended a mix of email updates, summaries and occasional face-to-face briefings so commissioners can raise concerns early.

The formal appointment was moved and seconded at the meeting. Commissioners Eberlein, Duncan and Chair Matory voted "aye," and the motion carried unanimously.
