Village Preservation says SoHo–NoHo rezoning projections have not produced promised housing; group releases evaluation

Village Preservation presented a report at Manhattan Community Board 2 assessing the outcomes of the SoHo–NoHo rezoning three years after approval. The organization compared the city’s original development projections with actual results and concluded the projections have not materialized.
Juan Rivero, director of special projects at Village Preservation, said prorated city projections forecast between about 127 and 191 units of affordable housing and 610 total housing units to be built by this point in the rezoning timeframe. "Not a single one has been," Rivero told the board.
The group said commercial development has occurred in locations where the city projected housing, that developers have relied on loopholes to build luxury housing without providing required affordable units, and that developers have removed existing rent-regulated housing to make way for high-end development. Rivero said those outcomes aligned with Village Preservation's prior predictions.
Village Preservation posted the report online and invited board members and residents to review the analysis.
