Klamath County awards economic development RFP to Casita; contract review and carryover spending to follow

The Klamath County Board of Commissioners’ finance meeting on May 28 approved awarding the county’s economic development request for proposals (RFP) to Casita.
A commissioner moved to accept Casita’s proposal; the motion was seconded and approved on a unanimous voice vote. The chair recorded an aye and the motion carried.
County staff described the RFP evaluation process to the board: committee scoring was based on weighted categories including project understanding (weighted most heavily), approach and schedule, organizational strength, assigned personnel experience and a cost schedule. Staff reported two proposals were received — one from a resident bidder and one from a nonresident bidder — and both gave in-person presentations for the board’s review before a decision.
Staff also told the board there is substantial carryover from prior years available for one-time projects. The transcript records the prior-year carryover at $733,000 and staff estimated next year’s carryover would be "pretty close to a million dollars." Staff said the county could use those dollars more aggressively, run an additional grant cycle, or direct funds to ongoing projects such as the food hub and the Lake O'Hana project.
Board members asked to see the draft contract language before execution. Staff said they will send the proposed contract to commissioners for review and aim to schedule contract negotiations and any follow-up carryover discussions at an administrative meeting in about two weeks to avoid a lapse in service.
There was discussion in the meeting about the contract amount and whether an item labeled "3.15" in the proposal referred to $3,150 or another figure; staff noted the contract includes Oktoberfest-related work and that the county should review the contract language to confirm what is covered and whether annual requests will still be needed. The board did not modify the award and instructed staff to return draft contract documents for negotiation.
