Brian Geier, emergency and support housing director for HRDC, told the Livingston City Urban Renewal Agency that URA funding was critical to keeping the Lewis and Morgan warming center open through March.
Geier said HRDC submitted an invoice for salaries and fringe for March and that other operational costs were covered by local fundraising and donations. He reported the shelter averaged about 10 guests per night during the funded period, with a high night of 17 guests; the Lewis and Morgan Center is a 20‑bed facility.
HRDC said it will convene a stakeholder meeting to explore more sustainable approaches for winter sheltering in the community. Geier described options that have been used elsewhere, including contracted transportation to a larger shelter in Bozeman when capacity exists, motel vouchers and rotating church‑basement models, and he said HRDC wants to avoid repeatedly returning to the URA for emergency shortfalls.
Board members encouraged HRDC to include local service providers and city and county staff in the stakeholder meeting — suggestions included library staff, county social‑services personnel and other frontline workers who see needs on a daily basis.
Geier said HRDC will convene partners, consider transportation options to the Bozeman shelter (a new facility is under construction), and pursue alternatives to make winter sheltering more sustainable in Park County. The Agency did not make a new funding motion during the discussion; HRDC’s submitted invoice for March salaries was transmitted for the Agency’s records and consideration in the URA financial workflows.
