The Village of Ballston Spa Board of Trustees on May 20 approved multiple service authorizations tied to the village library and accepted funding agreements with the Town of Milton covering pool operations, library operations and village event support.
Trustees approved a service authorization for Butler, Rowland & Mays Architects LLP for work related to a library room replacement RFP and construction services for a fee of $5,500, and separately approved a proposal from the same architectural team for interior work, a master plan update, phasing, coordination and grant consulting for a fee not to exceed $6,000 plus reimbursables. Both motions were made, seconded and approved by voice vote.
The board also approved three memoranda of agreement with the Town of Milton: $16,000 to the village for pool operations, $41,000 to the village for library operations, and $4,000 to support village events with attribution to Milton. Those agreements were authorized and the mayor was directed to execute them.
Library staff and trustees said they are continuing work to secure a state variance and pursue grant opportunities for larger repairs, including the roof. Village staff indicated an initial plan to reopen the library by June 30 was increasingly unlikely but that the board still hopes to reopen in July, subject to permitting and grant timelines.
Trustees also reported ongoing oversight of environmental remediation at the Ricketts property: board members said the cleanup team is adding PFAS to the list of targeted contaminants and that the site owner has offered to install a privacy fence inside the existing perimeter fence and to consider a banner-wrapped approach pending village preapproval.
Motions on the architect authorizations and the Milton agreements passed by voice vote; roll-call tallies were not recorded in the minutes provided at the meeting.
