Board votes to join NCSBN prelicensure annual report program to gain national benchmarking

The Board of Registered Nursing voted May 28 to join the National Council of State Boards of Nursing (NCSBN) prelicensure annual report core data survey, a data‑sharing program designed to produce standardized quality indicators and national benchmarking for nursing education programs.
Nancy Spector of NCSBN told the board the program collects 50 core questions on program demographics and evidence‑based quality metrics and that 35 states already participate. Spector said the NCSBN collects, verifies and aggregates the data and provides participating boards and the public with national benchmarks and a dashboard for comparison. “We have a dashboard of aggregate results that’ll be available to everybody from faculty to boards of nursing to anybody in the public,” she said.
Board members asked whether participation would add staff workload or cost. Spector said there is no cost to state boards for the core program, that NCSBN provides the survey via Qualtrics, and that the typical workload for boards is limited to distributing the survey link to local programs and assisting with follow‑up where needed. Board members discussed whether the state’s UCSF‑managed RN survey would conflict with the NCSBN survey; NCSBN said the two data sources can coexist and that some states run both.
Board member David Lawler moved to join NCSBN’s annual report program with the caveat that participation not replace any existing state data contracts; the motion was seconded (recorded) and carried. The roll‑call vote recorded the following affirmative votes: Dolores Trujillo, Nilu Patel, Jovita Dominguez, Patricia Wynne, David Lawler, Vicky Granowitz and Allison Cormack.
Board discussion emphasized the potential value of consistent national data for program planning, legislative requests and academic‑practice partnerships. Staff said NCSBN could typically post verified state‑level results about three weeks after programs respond and verification is complete; timing depends on program responsiveness. The board’s motion authorized staff to participate and to distribute the survey to California nursing programs.
