Consultant contract with Horn credited with clearing RN backlog and speeding licensing

The Board of Registered Nursing heard a post-contract report May 28 on work performed under a Department of Consumer Affairs (DCA) contract with Horn LLP that, the presenter said, substantially reduced licensing backlogs and shortened processing times.
The DCA-funded project received $3,570,000 from the Health Care Access and Information (HCAI) workforce initiative; DCA used $2,350,000 of that to contract with Horn and allocated roughly $1,430,000 to reassign internal subject-matter staff, the report said. The contract ran from July 1, 2023, to Dec. 31, 2024, though Horn agents did not begin onsite work until Oct. 16, 2023, because of fingerprinting requirements, the report said.
