The proposal, filed as ZMA2024-05 by developer Cowboy Partners, would allow a mixed-use “village center” with commercial frontage, open space and a mix of residential types, and the applicant said its current concept anticipates roughly 80–100 income-restricted/workforce units and 50–70 market-rate single-family-for-rent units across the site.
The rezone is significant because it would bring the parcel into the county’s street-regulating and form-based framework that emphasizes building form and street connections as much as use. Planning staff recommended approval with conditions; commissioners and several residents urged additional scrutiny on water, sewer, traffic, school capacity and whether the project fits the Ogden Valley general plan.
