HARB continued the application for after‑the‑fact administrative changes at 32 St. Francis Street (HP2025-0516), where the owner has completed or proposed wholesale window replacement on side and rear elevations, a new canopy, a modified front balcony and alterations to a detached garage. Staff said a window-condition survey had been provided but noted that the applicant had not supplied detailed specifications for new wood replacement windows; the structure’s painted rough stucco cladding raised additional questions because an earlier (2001) certificate of appropriateness discussion had flagged stucco as a character-defining element.
Applicants Isaiah Duff and John Allman said they had supplied elevations and some details and that they intend to use wood windows; the board asked for section drawings (head, jamb and sill), material samples, and clarity on whether the proposal would alter the existing stucco texture. Members said they would not delegate final review of the window choice to staff in this case and asked for fuller details on the proposed staircase replacement, garage door design and any new exterior light fixtures.
The board also requested evidence on when the existing rough stucco was applied; if the stucco itself is historic it likely should be retained, board members said. The applicant was continued to the June 18 meeting with instructions to deliver the requested drawings and materials for inclusion in the staff packet.
