The Town of Lakeville Community Preservation Committee approved an updated Community Preservation Plan at its May 15, 2025, meeting at the Lakeville Police Station, with the committee voting to finalize the plan pending updates to several appendices in September.
The approval follows committee edits that added definitions from the Community Preservation Coalition, updated certain housing-income figures using the CPA low- and moderate-income worksheet for 2025, and clarified application questions. Committee members also agreed on revised deadlines for Step 1 and Step 2 applications for the coming funding cycle.
Committee discussion focused on how to handle figures that change regularly, such as median-income numbers and census-based population figures. The chair noted the plan references 2020 census data and that some income figures are updated more frequently. The chair said the plan now cites the CPA low- and moderate-income worksheet for 2025 as the source and included a web address so readers can locate the most current figures. The chair read aloud the revised Step 1 application language: "Is your project allowable? Please circle which category on the below chart your project falls under." That language was added so applicants can self-identify project category.
Members debated whether to remove specific numeric figures that would require frequent edits or to leave them in with a year citation. One member suggested adding parenthetical year labels so a reader using an older copy could see the reference year. The committee agreed to keep the updated figures in the plan while ensuring the source and year are clear.
On a motion "to approve the plan as presented with the pending changes to the appendices," the committee voted in favor; the chair said, "All in favor? Aye. Motion carries." The committee chair said she would make the edits and post the plan to the Town of Lakeville website, and the appendices will be updated after the town accountant finalizes tax figures later this year.
The committee also set application windows and meeting timing for the coming funding cycle. Step 1 will open Sept. 1 and be due on the second Thursday in October (the committee agreed to use the second Thursday as the consistent annual deadline). Step 2 is to open Dec. 1 and run into January, with the committee considering a consistent deadline on the second Thursday in January to give applicants extra time. The committee discussed keeping two fall review meetings available if needed to handle Step 1 reviews or to address quorum issues.
Committee liaisons gave brief project updates. Joan Morton reported that cupola repair work will begin next Wednesday and that a replacement insert for the Department of Public Works is planned before work starts. Members said the John Pond Park project team had issued an RFP and that website photos will be gathered to document completed projects. The committee noted a missing foam sign board and asked members to report if it is found.
The committee scheduled its next regular meeting for June 19, 2025, at 6:30 p.m. at the Lakeville Police Station.
