Idaho House introduces motor-vehicle bills and a measure on alternative animal-protein labeling; approves journal

BOISE — The Idaho House of Representatives on Jan. 17, 2025, introduced a series of bills ranging from motor-vehicle rules to a new labeling requirement for alternative animal-protein products and completed routine chamber business, including approval of the previous day’s House journal and scheduling multiple committee meetings.

At the start of the day the clerk reported 52 members present and 18 absent and excused, a quorum for the House to conduct business. After a brief prayer by Chaplain Tom Doherty and the Pledge of Allegiance led by Caitlin Cook of Capitol High, members moved to committee reports and bill introductions.

The House printed and referred House Concurrent Resolution 3 and House Bills 15–19, then introduced House Bill 20 and several related transportation measures. Those introductions included:

- HB20 (Transportation and Defense Committee): described in the introduction as an act relating to rules of the road and amending Idaho Code section 49-6-13 to revise provisions regarding secured loans and notification requirements, and declaring an emergency.
