Parks board reviews TP Park splash pad bids; approves MOU with water utility to consolidate parcels

At the bid opening for the TP Park splash pad staff announced three responsive bids: Empire Contractors Inc. (base bid $213,460; alternate 1 $4,900), ARC Construction Company Inc. (base bid $174,920; alternate 1 $13,475) and Rivertown Construction (base bid $155,825; alternate 1 $7,800). Parks staff said the board would take the bids under advisement and move forward through purchasing review.
The board also opened bids for the Garvin Park activity zone; staff read base bids and alternates from multiple companies (sample figures announced included ARC Construction base $720,250 with alternates, CobraSign/Cobersine Construction base $703,086, Garmon $714,000, and Rivertown $697,796). Staff said one bidder’s submission lacked pricing pages and that alternates and unit prices were recorded; the board took the Garvin Park bids under advisement.
Later in the meeting under other business, the board approved a memorandum of understanding between the Evansville Water and Sewer Utility and the Department of Parks and Recreation to consolidate the several residential parcels that make up the TP Park site into a single parcel. Staff said EWSU’s policy does not allow lateral utility lines to cross property lines and that erasing internal parcel lines will allow the lateral connection needed for the splash pad. The motion to approve the MOU passed unanimously.
Paul Bousman and Parks staff framed the splash pad procurement and MOU as procedural steps required before construction: bids will be reviewed by purchasing and staff will return with recommendations; the MOU clears a utility-policy hurdle so the project can move forward.
