San Gabriel commission approves tentative tract map for eight condominiums on South Charlotte Avenue

The San Gabriel Planning Commission on June 9 approved Tentative Tract Map 83923 to allow subdivision and creation of eight condominium units at 905 and 909 South Charlotte Avenue.
Associate Planner Marlon Cervantes described the project as consolidation of two R-3 zoned parcels totaling about 15,000 square feet into four three-story buildings containing a total of eight condominium units. Each unit would have one of two floor plans, private rooftop decks, and ground-floor two-car garages; unit sizes were presented as roughly 1,311 to 1,861 square feet. The project includes guest parking and landscaping; staff and the city architect found the design consistent with the city's residential design guidelines. The Design Review Commission will review final architectural and landscaping details.
Staff said the project meets San Gabriel municipal code development standards for R-3 zoning (density, lot coverage, height, setbacks and open space) and exceeds guest-parking requirements. The proposal was presented as an infill project and the city determined it qualified for a CEQA exemption under Guidelines section 15332 (Class 32 for infill development) after technical studies evaluating traffic, noise, air quality and water quality.
The applicant was represented by an architect identified in the record as Eric Sang; the applicant name shown on the application file was Eric Zang. The architect stated he and the owner accept the recommended conditions of approval and answered commissioners' questions about design choices, including the use of flat roofs to accommodate rooftop decks and meet open-space requirements. Commissioner Lee asked staff to confirm setback and stepback requirements for multiple-story buildings and was advised the plan meets the R-3 standards.
No members of the public spoke on the item. After deliberation, a motion to approve the tentative tract map carried on a 3-0 roll call; Commissioners Lee and Carney and Vice Chair Kratman voted yes. The commission adopted a resolution approving the tentative map (TMap 22-010 / Tentative Tract Map 83923) subject to the recommended conditions of approval. The conditions will be recorded and enforced through standard permit and inspection processes.
