San Gabriel planning commission approves liquor sales permit for 7 Stars on East Valley Boulevard

The San Gabriel Planning Commission on June 9 approved a conditional use permit allowing off-site sale of beer, wine and distilled spirits at 7 Stars, an existing retail store at 420 and 422 East Valley Boulevard.
Staff presentation said the business occupies a 4,375-square-foot building on a 6,534-square-foot lot within the Valley Boulevard Specific Planmixed-use corridor zone and has proposed hours of operation from 10 a.m. to 7 p.m. daily. The application (planning case CUP25-001) seeks to add alcoholic beverage sales to the store's existing inventory of groceries, household goods and nonalcoholic beverages.
Planner Marlon Cervantes told the commission the census tract is not overconcentrated with off-site licenses; staff reported the local threshold allows two off-site licenses and that only one off-site license currently exists in the tract (Hawaii Supermarket). The project is listed as exempt from the California Environmental Quality Act under CEQA Guidelines section 15301 (existing facilities). Staff recommended approval subject to conditions.
The San Gabriel Police Department reviewed the application and required several conditions of approval, including installation of a video-surveillance system, prompt notification to police of crimes on site or in areas under management control, and the department's continued authority to monitor the location and request reevaluation of the CUP if public-safety or nuisance issues arise. Notices for the project were posted at the site and published in the May 29, 2025, edition of the San Gabriel Sun; property owners and tenants within 300 feet were also notified.
After closing the public hearing with no public speakers, the commission moved and seconded approval. Secretary Damien Sanchez called the roll; Commissioners Lee and Carney and Vice Chair Kratman voted yes and the motion passed 3-0. The commission adopted a resolution approving planning case CUP25-001 and the recommended conditions of approval.
The decision allows 7 Stars to add packaged beer, wine and distilled spirits to its retail offerings under the city's standard CUP conditions and the additional police department requirements. The resolution and conditions will be recorded with the file and enforced through standard inspection and complaint processes.
