Winona County board approves minutes, consent items and two labor contracts; several items tabled

- Approval of consent business as read (including performance measures resolution, renewal of liquor licenses, amendments to private well mitigation subagreement with Olmsted Soil and Water Conservation District, joint powers agreement for Southeast Minnesota Homeland Security Emergency Management, 2025 Minnesota boat and water safety grant agreement, and authorization to dispose of excess furniture and equipment). Motion by Commissioner Meyer, second by Commissioner Olsen. Voice vote: approved.
- AFSCME courthouse labor agreement, 2025–2027. Motion by Commissioner Olsen, second by Commissioner Meyer. Voice vote recorded as approved.
- Law enforcement detention deputies and transport officers agreement (referred in transcript as "LESL 5 36" or similar), 2025–2027. Motion made by Commissioner Myers, second by Commissioner Vaguely. Voice vote passed; a nay was recorded on the voice roll but the motion passed.
