County approves $319,316 consultant contract for County State Aid Highway 20 preliminary design

The Washington County Board of Commissioners voted unanimously June 3 to approve a $319,316 consultant contract with LHB Incorporated for preliminary design of improvements on County State Aid Highway 20 (Jamaica Avenue) between County Highway 22 and Military Road.
Mike Klein, project manager in Public Works, said the project is listed in the county capital improvement plan as RB2691. The contract will fund preliminary design tasks including public outreach, topographic survey, wetland delineation, utility coordination, drainage and intersection analysis, alternatives development and cost estimating. The county expects to begin preliminary design and outreach in 2025, proceed to final design and right-of-way acquisition in 2026–2027, advertise construction bid packages in early 2028 and construct in 2028.
Klein said the contract is budgeted in the CIP with $300,000 from state highway aid and $50,000 from local contributions (the city of Cottage Grove will provide a cost share). He noted unused funds will remain in the project account for later phases. The Public Works presentation referenced prior corridor work including a 2024 county-led study of intersection alternatives and a 2023 concrete project that improved pedestrian crossings.
A motion to approve contract number 17441 with LHB Inc. was made and seconded; the board voted 5-0 to approve the contract.
