Commission pitches CRIS funding oversight; staff to draft memo after initial talks with Brian Pulido

Commissioners discussed pursuing a role in overseeing a portion of CRIS funding to support historic-preservation projects in Erie. Jacqueline Spry said she spoke with Brian Pulido and suggested some CRIS funds "would come to this board's purview, let's say $250,000 or $500,000 a year," and proposed a memorandum or short proposal for follow-up discussions.
Spry said the CRIS program looks to be a large statewide pool (she cited an amount of about $15 million a year during the meeting) and that many entities will seek allocations; she described her discussion with Pulido as an initial "first salvo" and said his response was not negative. Commissioners suggested drafting a short memo describing how the HRC could responsibly manage a line of funding (prioritizing overlapping districts and oversight standards) and coordinating the idea with the incoming preservation planner and with Pulido.
Staff and commissioners agreed to prepare a short proposal or talking points and bring the idea back to a future meeting for refinement and possible formal outreach to CRIS. Commissioners noted the concept remains informal and that further conversations with Pulido and the CRIS program are required before any commitments.
