Dallas opens bids for Preston Royal library renovation, floodplain program and other city contracts

A request for qualifications (RFPQ) for floodplain program management assistance, listed as CIZ-DW U-25223 EFY25-FY30, received submissions from AECOM; Consor Engineers LLC; Freese and Nichols, Inc.; Hough Associates Inc.; and Shaiba Consulting LLC.
The procurement request for competitive sealed proposal (RFCSP) BHZ25-00027655, described as a designated aviation channeling (DAC) solution, drew a submission from Airport Research & Development Foundation, doing business as Transportation Security Clearinghouse. The procurement request for information (RFI) BP25-00027103 — a cost study for architecture and engineering services to install a solar photovoltaic (PV) system at the Martin Luther King Jr. Community Center — received responses from Allegiance Solar and Bison Solutions Group Corp.
City staff also opened two requests for bid (RFB) and one additional procurement: BE25-00027630 for vehicle and equipment appraisal services, with submissions from Choice Solutions Services and Click Appraisal Service LLC; BD25-00027680 for Jet A fuel, with submissions from Associated Energy Group LLC; Atlantic Petroleum; Campbell Oil Company; and Pinnacle Petroleum Inc.; and BF25-00027742 for a bullet recovery system, with a submission from Cyber National Inc.
A city staff member concluded the session, saying, "This concludes the bid opening for today, 06/13/2025." The announcement also noted that the bid opening recording and details can be viewed later at www.dallascityhall.com under the bid purchasing tab.
No contract awards or evaluation decisions were announced at the opening; the session recorded only which firms submitted proposals or bids. The city will move these solicitations into its procurement evaluation process according to established purchasing rules and schedules.
