Commissioners table $52,000 TIF-advisory engagement and a Webster Lake restoration pass-through request for follow-up

The auditor said about $9,000 of that amount could be charged to county TIF districts. County council members present said they generally support additional advisory help but wanted more discussion of scope and funding. A commissioner asked for the matter to be returned to the board in two weeks for further review; the motion to table carried.
Webster Lake restoration funding: Mike Wyrick, president of the Webster Lake Conservation Association, and a representative from UtroFix presented a potential federal appropriation of $1,500,000 to fund a lake-restoration project addressing phosphorus and algal blooms. The association asked the county to serve as a governmental pass-through/escrow that could receive and disburse federal funds because the association (a nonprofit) could not receive the appropriation directly. Commissioners asked for time to consider the proposal and tabled the request until the next meeting. The association said the funds would be used to procure lake-restoration work and that the county would not give funds to the association but would hold and disburse payments to contractors on presented invoices if it agreed to serve as pass-through.
Next steps: Both items were tabled; staff will return with additional detail, including proposed funding sources for the Reedy engagement and more information about the mechanics and oversight for any pass-through arrangement for Webster Lake federal funds.
