Kosciusko County commissioners approved several routine contracts, operating claims and one-time purchases during the meeting.
Prosecutor: Chief deputy prosecuting attorney Katie Hampton requested approval to enter a three-year service agreement with Advent to manage pretrial diversion and infraction-deferral program administration. Advent is now charging a nominal annual service fee of $1,200 to its government clients; the vendor agreed to waive the first-year fee so the county would not pay for 2025 but would begin payments Jan. 1, 2026. Hampton said the fee will be paid from the pretrial diversion and infraction-deferral user-fee funds and will not use county general-tax revenue. The commissioners authorized the prosecuting attorney to sign the contract subject to attachment of the county's standard addendum of terms.
Clerk and Auditor contracts: The county clerk presented a renewal contract with Maximus (title 40 incentive fund claims) and the county auditor presented a separate three-year Maximus contract for child support collections ($6,850 per year; $20,550 total). Commissioners approved both contracts, subject to their standard addendum.
CABS transit: Kristen presented the transit authority's first-quarter operating claim for Jan. 1'March 30 totaling $218,978: $106,390 federal operating funds; $53,195 state match; $53,196 local sources. Commissioners approved the claim. CABS also requested approval to buy front-loading bike racks for two buses to implement a deviated fixed route in Warsaw. Procurement policy required approval for purchases over $300 not previously budgeted; staff presented three quotes and recommended SportWorks at $4,866.40. Commissioners approved the purchase, to be paid from CABS operating funds with expected reimbursement through local donations.
Cottage Watchman: County staff recommended a $9,300 proposal from Cottage Watchman to convert electrical power at four public communication tower shelters to hardwire to maintain monitoring and camera functions; the group recommended and commissioners approved the proposal.
Public defender office furniture: Commissioners approved a KDA Furniture and Interiors quote for $56,600.62 to furnish the new public defender office. The purchase will be paid from the supplemental fund for the public defender's office (repayments of fees from indigent-defendant cases), and commissioners noted the county expects approximately 40% state reimbursement for eligible charges.
Health insurance renewal: County administration recommended moving the county's employee health insurance to Symetra (renewal option 4) pending county legal review. The county reported an administrative-cost reduction of about 10% and a total-cost change of about -0.14% compared with the current vendor. The commissioners approved the recommendation pending a review of the contract by county counsel.
Votes: All items noted above were approved by voice vote during the meeting; minutes and written contracts were to be completed with the county's addendum of standard terms before signatures.
