Planning commission staff said the parcels are zoned RE-1, which allows mining through a conditional-use permit, and that R and J had submitted a four-acre notice-of-exemption form to the Mississippi Department of Environmental Quality (MDEQ). Staff provided a detailed site plan and photos of the three parcels proposed for disturbance.
Commission discussion indicated the property may have been mined in the past by members of a local family, and one commissioner observed the applicant had acted "ahead of the cart" by pursuing permits before completing other steps. Commissioners indicated the matter would be scheduled for the commission’s July hearing cycle; no final approval or denial occurred July 3.
The commission did not record a formal vote on the mining application at the July 3 meeting. Staff said any conditions for a conditional-use mining permit — including hours, buffers, reclamation and any operating restrictions — would be set if the commission approves the conditional use at the public hearing.
R and J Construction Inc. and nearby property owners were told the commission would set the hearing at its next scheduling meeting so the public and staff can review site plans and any regulatory documentation from MDEQ.
