Hill reported a contractor quote of $34,900 to replace the three roll‑up doors and described a complication: a vent hood over griddles sits too close to one door, making access for door repair difficult and triggering code issues if changes remove a grandfathered hood.
Commissioners pressed on procurement choices and warranties. County finance staff said low bids can be rejected only with a documented justification such as poor past performance or incomplete scope; the county should tighten bid specifications to reduce extreme low bids.
Hill said several building roofs had been spray‑foam installations about a decade ago; the original contractor went out of business and warranties lapsed, making future repairs more expensive. He recommended using reputable firms and, where appropriate, switching to more maintainable roofing such as TPO.
On other items: Hill is meeting with purchasing to expedite grant funds for Memorial Building window replacement; Mount Pleasant library roof repairs are underway by the original subcontractor; and he will check the IT‑room cooling issue with the county’s IT director for the courthouse.
