Castle Dale’s fire department reported June 12 that changes tied to House Bill 48 and a state-led revision of flood maps could affect homeowner insurance coverage for properties near mapped flood zones.
The fire report explained that the state is redoing flood maps and that consequences of the map changes will be enforced primarily at the county level. Fire staff warned that, if a property moves into a high-risk ("red") flood zone or sits adjacent to one on the revised maps, an insurance provider could decline or drop coverage. "Once we get that new map, if you're in the red and you're adjacent, a homeowner ... insurance may drop you," a fire department speaker said during the report.
Fire staff emphasized the city’s limited authority over insurance decisions but noted the city and county coordinate on enforcement of the new law. The fire department also noted that operational costs for fire response remain a separate consideration and that, in the event of a fire, the city would seek to recover costs as permitted.
The council received the report for information; no formal policy action or new ordinance was adopted at the meeting in response to the mapping effort. Councilmembers suggested the city will monitor county actions and communicate changes to residents once the final maps are published.
