The superintendent said the plan implements a contractual provision (approximately 15% of the contractual amount) and distributes that percentage evenly across the board's goals. If the board adopts five goals, each goal would be worth an equal share of the total percentage; half the percentage for a goal can be earned if measurable progress is made, and the remaining half if the full target is achieved.
