Garland council approves consent agenda, appoints parks board member; zoning item withdrawn

The Garland City Council on June 17 moved through routine business and several votes on consent, appointments and land-use items.
Council approved the consent agenda in a single motion. Deputy Mayor Pro Tem Tim Luck moved to approve the consent agenda and Council Member Jeff Bass seconded; the motion carried unanimously. The consent agenda included: approval of minutes from the June 3 regular meeting; approval of multiple bids and contracts including transmission-line and switch-station engineering services (items 2A–2D); ordinances associated with previously heard zoning cases (Z-24-02, Z-25-08, Z-25-16) and a Garland Development Code amendment (25-05); Garland Youth Council appointee selection; and notice of intention to issue certificates of obligation.
Item 7 on the published agenda — a proposed expansion of an existing planned development district for a data center and electrical substations by Prime Data Centers at Holford Road — was withdrawn and removed from consideration.
The council also voted to confirm an appointment to boards and commissions: Council Member Chris Beard moved to appoint Kay Moore to the Parks and Recreation Advisory Board; the motion was seconded by Council Member Jeff Bass and passed unanimously.
Votes taken at the June 17 meeting were recorded electronically and displayed during the meeting; the council followed its usual procedure of bundling routine items under the consent agenda unless a member requested separate consideration.
