Empress John, city secretary, read the certified returns in council chambers, saying, “Candidate Bill Cox received, for mayor, 11,406 votes for 52.53% … Scott Sanford received 10,308 votes for 47.47%.” John also announced the at-large results: “Ernest Lynch received 11,857 votes for a total of 62.61% … Jim Garrison received 7,081 votes for 37.39%.” Those totals mean Bill Cox will be sworn in as mayor and Ernest Lynch will be sworn in as the at-large No. 1 council member, John said.
After the results were read, Empress John moved to approve the ordinance certifying the returns; an unidentified councilmember seconded the motion. The council then cast votes and the motion passed; the meeting minutes do not record individual roll-call votes or a roll-call tally in the transcript.
The certification is a formal administrative step required after a runoff to confirm the canvass of votes and to permit oath-taking and assumption of office by the winners. No further discussion or challenge to the results was recorded in the public portion of the meeting.
