Garland council approves 20-year lease for multi-field soccer complex; one member opposes

The Garland City Council on June 17 approved a term sheet for a lease of an eight-field multiuse soccer complex and related facilities, with the council recording one dissenting vote.
Council members voted to authorize a lease for a development that includes eight fields for recreational, academy, tournament and training use, restroom and concession buildings, a maintenance building and up to two public futsal courts contingent on budget. The project’s budget was presented to the council as approximately $25,000,000 to be financed with certificates of obligation.
The lease term outlined in the term sheet calls for a $75,000 annual lease payment with a 2.5% annual escalation over 20 years. The lessee will be required to maintain and manage the facility and to submit an annual maintenance, repair and renovation plan for city review and approval. The engineering firm retained for the project is Kimley Horn.
City staff presented the term sheet at the meeting. A representative for the prospective operator, Matt Valentine of Dallas, said the fields would be available for public use but that the operator would handle operations and maintenance. “These fields are for use of the public … but in terms of maintenance and whatnot, that’s covered by our team,” Valentine told the council.
Mayor Pro Tem Tim Moore moved to approve the term sheet; the motion was seconded by Council Member Jeff Bass. The motion passed with Council Member Carissa Dutton recorded in opposition. The council did not vote on any building-access agreement for concession or restroom structures; staff said the building-access arrangement is a separate agreement and separate funding source.
Council and staff said the item had been discussed at a previous work session. The term sheet now moves to the next administrative steps: finalizing lease documents, completing design and budgeting for the contingent futsal courts and executing financing through certificates of obligation.
The council’s action authorizes the city manager or his designee to finalize and execute the lease consistent with the term sheet approved June 17.
