Willard council amends animal-control contract: city will pay for holding animals 5–10 days

WILLARD, Utah — The Willard City Council on June 12 amended the city nimal-control service agreement to require the city to cover contracted shelter costs for lost or impounded animals for a minimum of five working days and a maximum of ten working days.
Council discussion and motion Councilmembers said they did not object to a provider holding animals longer for adoption or care, but they also said the city should not be billed indefinitely for long-term boarding. After a short discussion about minimum and maximum holding periods the council moved to amend the agreement to specify a five-day minimum and a ten-day maximum period for city-paid housing. A motion to approve the contract as amended was made, seconded and approved by voice vote.
Why it matters Council members described the change as a cost-control measure: the city will pay for boarding costs for a defined limited period to give owners an opportunity to reclaim animals and to allow contracted providers time to find adopters, but not to underwrite long-term boarding costs indefinitely.
Contract terms clarified The revised language requires contracted animal-control providers to hold impounded animals at least five working days (to allow owners to reclaim them) and permits the city to cap paid holding time at ten working days; the council indicated providers may continue to hold animals beyond the cap but the city will not be billed for longer periods.
Votes and implementation Council voted to approve the contract with the five-to-ten working-day payment limit; the clerk will finalize contract language and return the signed agreement to the provider.
