Commissioners did not vote on the event center at this meeting; they discussed limits on event frequency, hours, parking and whether event guests may occupy two existing on-site guest rooms.
The applicant described the center as a rentable venue for meetings, parties and weddings with an anticipated guest range of about 50 to 180 for a single event, a submitted site plan showing 59 adjoining paved/gravel/turf parking spaces and up to 120 overflow spaces to the southeast of the center, and event hours proposed between 8 a.m. and 11 p.m. The applicant also said events would be limited to 280 people in total under the application materials.

Commissioners discussed whether those hours were appropriate if the facility hosts many events per month versus only a handful, noting that frequency and evening end-times interact to determine neighborhood impact.
- Overnight stays and the on-site residence: The applicant reported two guest rooms in the existing house on or near the property. Commissioners agreed that the planning commission should limit event-related overnight stays at the on-site residence to those two existing rooms only and only as part of the event (for event staff or comped rooms), subject to the city code and any short-term-rental ordinance in effect. Commissioners discussed that conversion of the residence to a broader short-term rental or building additional overnight rooms would require a separate application and possibly an amendment to the CUP.
- Parking, overflow and dust/fire safety: The site plan shows 59 parking stalls adjacent to the event center and an overflow area with up to 120 additional spaces. Commissioners expressed concern about constant headlights/traffic on Weber Canyon Road during events and discussed options such as limiting the number of cars allowed in overflow areas, requiring shuttle service for large events, and ensuring irrigated/maintained overflow areas to reduce fire risk. The fire marshal and health department review were identified as required steps: occupancy is set by the fire marshal and restroom/septic capacity must satisfy health department standards for the proposed use.
- Restrooms and septic: Commissioners asked the applicant to confirm county/health-department approval that existing restrooms and septic capacity are adequate for the proposed maximum occupancies and that portable restrooms will not be used as a substitute for required fixtures. The commission discussed requiring documentation from the health authority and the fire marshal before full operation.
Outcome and next steps No formal vote was taken on the Deer Meadows Ranch CUP at the June 4 meeting. The commission asked staff and the applicant to refine conditions addressing event frequency, nightly end-times tied to event intensity, parking/overflow management (including possible shuttles), documentation of septic/restroom adequacy and fire-safety measures, and a clear statement in the CUP that conversion of the residence to a full short-term-rental or expanded overnight lodging would require a separate approval or amendment. The commission also noted that any portion of the parcel located in adjacent Summit County may need annexation for a single-jurisdiction CUP to fully apply.
