Commission adopts updated transportation master plan after planning commission review

The Duchesne County Commission on June 9 adopted an updated Transportation Master Plan prepared by Jones & DeMille Engineering and recommended by the county planning commission.
County staff said the previous plan dated to 2017 and the update incorporates recent traffic counts, adds projects completed since 2017, and includes new tools and road-assessment data (including Biolytics software). The update also addresses county efforts to collect road-impact fees from energy industry activity and the state legislature’s actions related to such fees.
The planning commission held a public hearing on June 4 and recommended approval; staff reported no public opposition at that hearing but noted discussion about thresholds for traffic-impact analyses for new development (for example, a subdivision triggering a 100 peak-hour-trip threshold to require a formal traffic study).
Following the public hearing before the commission, and after no public testimony for opposition, commissioners voted to adopt Resolution 25-06 updating the county Transportation Master Plan. Staff said the plan should serve county needs for roughly five to ten years and asked departments to reference the plan in maintenance and development decisions.
