Commission discussion on item 2 (London Village) centered on drainage and sidewalks. Dimas advised that drainage for the parcel would flow to County Road 47 along the western property line and that the submitted stormwater quality management plan showed a balance between pre- and post-development calculations, so no detention or public-improvement (PI) plans were required; the parcel will operate on septic. Commissioners questioned why sidewalks were not required; staff said County Road 43 is a maintained highway and County Road 47 is a rural ditch section, so sidewalks are not currently required under the rural-street design.
The commission approved items 2 and 3 by motion and voice vote. Earlier in the meeting the chair indicated he would abstain on items 4 and 5; the public hearings for items 4 and 5 were opened, no public commenters spoke, and the commission approved both items on motion and voice vote.
