Staff said the county currently employs roughly 178 full-time and 112 part-time employees and that about 200 county credit cards are active, raising concerns about security exposure and administrative burden. One staff member said, “we have somewhere around 220 employees, and there's nearly 200 credit cards out there,” and urged the commission to consider whether broad card issuance was necessary.
Officials debated alternatives: issuing department-level cards (e.g., a jail card) versus individual cards for officers who frequently travel; continuing the current training-card system; or returning to pre-paid checks for training. Commissioners and the clerk-auditor’s office discussed using General Services Administration (GSA) rates to vary per-diem by location and separating per-diem into breakfast/lunch/dinner allowances, with a process to subtract provided meals.
Several speakers recommended clearer policy enforcement and education for employees about allowable reimbursement. The board asked staff to propose a revised policy that addresses card issuance, security risks, gas-card consolidation, per-diem rates (including potential alignment with GSA locality rates), and a clear repayment process for overages.
No vote was taken; staff will return with draft policies and specific recommendations.
