City planning staff recommended approval of CUP2025-0004 for a State Alcohol Beverage Control (ABC) Type 41 license, saying the restaurant functions as a bona fide sit-down eating establishment. The commission took the action after a brief staff presentation and no public opposition.
The permit was approved with the conditions described in the staff report, including that the business maintain a full-service kitchen during operating hours, managers complete ABC responsible beverage service training, and that any intensification of the floor plan requires an amendment to the CUP. Staff noted the inspected floor plan shows 10 tables and 18 chairs and requested window signage remain unobstructed so the interior is visible from the exterior. State ABC approval remains required for the Type 41 license.
An applicant representative who identified themself as part of the ownership team attended and offered a brief comment asking when staff would next visit the restaurant; no one spoke in opposition during the public hearing.
A motion to approve CUP2025-0004 “with conditions as presented in the staff report” passed on a roll-call vote with all recorded commissioners voting yes. The commission noted that the approved permit may be appealed in writing to the City Council within a 10-day appeal period.
The planning staff record and the CUP application will be the basis for subsequent ABC licensing steps and any future amendments if the restaurant changes its layout or operations.
