Superintendent reviews district operational plan, highlights survey results and training plans

Dr. Brevard, the district superintendent, presented an expanded update on the district operational plan at the Sartell-St. Stephen School District June work session and reviewed data from a recent community survey, staff surveys and program updates.
Dr. Brevard said the packet had grown from about eight pages last year to roughly 20 pages this year to provide more operational detail. She summarized items across the DOP pillars: healthy and supportive environments; student achievement and growth; stewardship of resources; and effective communication.
On community survey results, Dr. Brevard said roughly 800 community members responded. She highlighted that respondents generally rated the district positively for providing a welcoming environment, but she and board members noted an outlier in kindergarten responses: 23 percent of respondents with a child in kindergarten chose an answer that made the superintendent question the reliability of that subset for that item. Dr. Brevard said she will analyze the kindergarten responses and present full survey results in July.
On student achievement, Dr. Brevard cited FastBridge benchmarking that shows high- and moderate-risk indicators for primary-grade reading remaining below 10 percent, which she described as “a celebration.” She also noted the district's graduation rate at 97.1 percent.
On professional learning and staffing: Dr. Brevard reported 76 percent of certified staff indicated they receive good professional development and that principals have completed a principals leadership academy, with presentations planned at the University of Minnesota. She said the district is expanding course offerings and adding a program coordinator for community education.
On MTSS (multi-tiered system of supports), Dr. Brevard said the district is largely aligned with the Minnesota MTSS system (about 80 percent compliance) and will participate in a Minnesota MTSS training in July 2026 to refine procedures for tiered interventions.
On communications, Dr. Brevard said the district website relaunch had gone well and that community members reported multiple ways they receive district information; she noted local newspapers and district communications remain important. She also reported that the Riverview referendum project is underway and that bids are expected in the fall.
Board members raised several operational questions: one asked whether the kindergarten survey anomaly is reliable; another asked for disaggregated historical survey data to compare trends; and members asked that the district provide the posted research used in the proficiency-based-grading pilot before the July meeting.
The board discussed future topics including proficiency-based grading follow-up, cell-phone access and student mental health, and the potential role of student representatives in targeted work sessions.
