Votes at a glance: Cumberland County commissioners approve routine resolutions, several contracts and an executive session

At its Oct. 26 meeting the Cumberland County Board of Commissioners approved a series of routine and consent resolutions covering contracts, purchases, renewals, and grants. One consent item was pulled for discussion; the board also authorized an executive session on litigation, negotiations and personnel.
The Cumberland County Board of Commissioners approved a number of routine and consent resolutions at its Oct. 26 meeting, covering vendor contracts, insurance renewals, road and bridge change orders, health board appropriations and shared-service agreements.
Several items were announced on the consent agenda and approved by voice or roll-call votes. Items approved included (selection):
- Resolution 2025-321: Authorizing filing of a spending plan for the 2024 Recycling Enhancement Act tax fund entitlement (public law 2007). Approved by roll call.
- Resolution 2025-322: Affirming an emergency exists at the Bridal Avenue bridge over the Marsh River in the city of Millville and authorizing repairs. Approved by roll call.
- Resolution 2025-323: Authorizing application for renewal of a grant agreement between the Cumberland County Office on Aging and the New Jersey Department of Human Services, Commission for the Blind and Visually Impaired, for July 1, 2025 to June 30, 2026. Approved by roll call.
- Resolution 2025-324: Reappointment of the Cumberland County Qualified Purchasing Agent. Approved by roll call.
- Resolution 2025-325: Certification of compliance with Equal Employment Opportunity Commission requirements regarding conviction records under Title VII. Approved by roll call.
The consent list also included numerous procurement and contract actions (selected numbers): RFP/contract awards and renewals for vision insurance (15946), dental insurance (15947), language interpretation (16010), translation/transcription services (16011), licensed mental health counseling (16032), roadway contract change orders (16037, 16038), a subgrant agreement with the Cumberland County Improvement Authority for Clean Communities (16041), and the Cumberland County Board of Health 2025 budget appropriation of $4,217,459 (Resolution 16042), among others. Several vehicle and equipment purchases and renewals were approved for the Sheriff's Office and Department of Public Works (16063—1, 16067).
Commissioners pulled one item from the consent agenda for discussion: the Clean Communities subgrant and related promotional/branding arrangements with the Cumberland County Improvement Authority (item 16041). During discussion a commissioner asked whether the county or the improvement authority should retain responsibility for some promotional materials and how revenue from the recycling tax is distributed; staff agreed to investigate and return with information.
The board also approved a short-term amendment to a middle-mile broadband contract (Resolution 16070) to extend engineering services for one month while change-order disagreements are resolved (see separate article).
At the end of the public portion, the board voted to enter executive session under the Open Public Meetings Act for matters relating to litigation, negotiations and personnel (Resolution 2025-329). The executive-session resolution passed by roll call; meeting minutes reflect no anticipated public action upon return.
Most consent and routine resolutions were approved unanimously by roll call with all present voting yes; the meeting record shows at least one recorded abstention earlier in the meeting on Ordinance 2025-2 (Commissioner Albrecht).
