Board canvasses May 3 bond election returns, plans bond sale for late September

The Beauregard Parish School Board on June 10 adopted a resolution canvassing the returns and declaring the results of the parishwide special election held May 3, 2025, which authorized issuance of general-obligation bonds.
Legal counsel said the resolution contains the official tabulation of votes and fulfills post-election filing requirements. Board and staff told members they plan to return at the July meeting to begin processing the bonds as a series and anticipated funds would be available once the sale completed.
Stephanie Ferry of Raymond James, the district’s financial advisor, attended and told the board the sale should produce a premium to the district, though smaller than recent years. “You will have a premium again,” Ferry said; she estimated it will likely be closer to about 3–4% of par this sale given current interest-rate conditions, compared with prior offerings that yielded higher premiums.
Board members asked about timing and were told the project kickoff would begin at the July 10 meeting, with anticipated delivery of bond proceeds to the construction account on or around Sept. 25.
A motion to adopt the canvassing resolution was made and seconded from the board; the motion carried.
