McCall council extends July alcohol restriction, adopts fair-housing resolution and OKs accounts-payable automation

The McCall City Council on June 12 took several administrative votes: it approved a 24-hour extension to the city’s July 4 alcohol restrictions, adopted an updated fair housing policy required for Idaho Community Development Block Grant recipients, and authorized a contract with Yooz Inc. for a cloud-based accounts-payable automation system.

Dallas Palmer, chief of police, asked the council to extend the city’s existing alcohol restrictions in parks and public places for the Fourth of July weekend to cover additional events and larger visitor numbers expected for Liberty Fest. The resolution before council (Resolution 25-13) moved the end of the restriction period to 8 a.m. on Sunday, July 6. The measure passed on a roll call vote (yes: Council member Machesek; yes: Council member Nelson; yes: Mayor Bob Giles; no: Council member Nielsen).

Bessie Joe Wagner, city clerk, presented a resolution to reaffirm the city’s fair housing policy as required by the federal Fair Housing Act and as a condition for Idaho Community Development Block Grant recipients. The council adopted Resolution 25-12 by roll call (unanimous yes), and staff noted the resolution updates a prior adoption from February 2011.

Randy (City finance director and treasurer) described a proposed contract with Yooz Inc. to implement a cloud-based accounts-payable (AP) automation system intended to reduce processing costs and replace hours from a recently retired staff member. The council authorized the city manager to execute the Yooz contract and associated subscription costs as budgeted; the motion passed unanimously by roll call.

Council also approved the consent agenda earlier in the meeting by roll call vote.

Discussion items and next steps: council members debated how to handle individual requests that might conflict with existing city code (for example, design exceptions in downtown). Several council members said they preferred following the existing process in city code and asked staff to prepare options if the council wants targeted code changes ahead of a full comprehensive-plan update. Council directed staff to bring proposed scope and timing for any targeted code review to a future meeting.
