Council approves UDO change to make produce stands regular temporary uses and require improved lots

Monroe City Council voted June 10 to amend the Unified Development Ordinance’s temporary use standards so produce stands are processed as regular temporary uses and so that temporary uses must be on improved lots.
Planner Carrie Mendler told council the change removes a provision that had limited produce stands to May through October. Under the amendment, produce stands would be eligible for the standard temporary-use permit (typically a 60-day authorization) rather than a season-specific exemption. The text change also adds a general standard requiring temporary uses to be located on improved lots rather than unimproved grass or dirt lots.
Mendler said the produce-stand restriction was “redundant and restrictive for local farmers” and that treating produce stands under the regular temporary-use process would allow reasonable flexibility for local crops that mature outside the former May–October window. The planning board recommended approval and planning staff supported the amendment.
Council adopted a resolution finding land-use consistency and then adopted an ordinance approving the text amendment to the general standards for temporary uses and structures of the zoning code. No speakers opposed the change during the public hearing.
Under the revised rules, produce stands must follow the city’s temporary-use permitting process, comply with location and safety standards, and be sited on improved surfaces as required by the amendment.
