Groundwater Sustainability Agency approves budget transfer, MOU and LandFlex contract amendments

At a 1:30 p.m. Groundwater Sustainability Agency meeting held during the Madera County Board session on June 10, directors approved several administrative and program items including a budget transfer, a cost-sharing memorandum of understanding for the Madera Subbasin five-year groundwater-sustainability-plan evaluation and three contract amendments under the Department of Water Resources—s LandFlex program.
Water and Natural Resources Director (presenter identified in the transcript as "Stephanie") said the $35,633 transfer reallocated county GSA time to drought-related revenue categories so staff time charged to drought grants is budgeted appropriately; the transfer did not change total budgeted dollars.
The board also approved a cost-sharing MOU for the five-year evaluation and amendment of the Madera Subbasin GSP. The MOU splits costs among four parties — Madera Irrigation District, City of Madera, Madera Water District and Madera County — with each party—s share roughly in the neighborhood of $100,000 for the evaluation work.
Lastly, the board approved three LandFlex contract amendments that pass through additional recalculated water-savings payments to growers: an additional $3,806.39 to C & J Ranch LLC, $1,886.18 to Richard V. Lawrence, trustee (RRR Branch Trust), and $3,302.25 to Kamal Jawad. Staff said the state recalculated water savings and the county is transferring the additional amounts to the landowners under existing LandFlex agreements.
All items were recommended by the county GSA committee and approved on unanimous roll calls. Staff said the LandFlex adjustments are formulaic corrections based on updated state calculations and do not reflect new policy decisions by the board.
