Council amends Complete Street CIP, adds $2 million for phase work and streetscape

The Town of Indian Trail Council voted unanimously to amend the Complete Street capital improvement (CIP) ordinance to designate additional grant funding and to add town-funded streetscape components and right-of-way acquisition funding to the Phase 1 project.
Project manager Mister Hunsinger presented a detailed update on the Complete Street project. He said NCDOT had received SMILs (Right-of-Way) submissions and was reviewing acquisition documents and right-of-way reimbursement requests. Union County had completed final review of water and sewer design plans, clearing a key step before submitting all plans to NCDOT. Hunsinger said the town expects roughly $1.5 million in county-funded water/sewer improvements that will be reimbursed to the town once invoices are submitted; the town’s share for utilities and related work was estimated around $500,000. Overall preliminary estimates for phase work and related betterments placed the amended ordinance near $19 million total for design, right-of-way and construction contingencies.
Hunsinger described substantial utility coordination needs: multiple private providers (Duke Energy, Windstream, Conterra, Spectrum and others) must relocate or provide new duct banks and conduit schemes. He said the town plans a nine-conduit minimum duct bank in some locations and noted that some providers require more conduits and color-coding for their lines.
Staff requested and the council approved adding approximately $100,000 to the right-of-way acquisition line as an interim estimate, plus funds to cover design coordination and engineering support during construction, and to fund streetscape betterments such as 20-foot “Northport Acorn” decorative streetlights, benches, trash receptacles and bike racks. Hunsinger said streetlight equipment and furnishing prices have risen since initial estimates; lighting and furnishings are not reimbursable under some grants, so the ordinance adds town-funded amounts to cover them.
Councilmembers discussed public outreach and the risk of project delays and cost escalation, citing examples such as unrecorded utilities that can surface during excavation. Staff said they want to move available SIF grant funds into the project sooner rather than later to avoid losing them.
A motion to approve the amended Indian Trail Complete Street CIP ordinance passed unanimously.
