County staff described an unforeseen issue discovered during final engineering: the existing sewer did not extend far enough to serve the Sixth Street units. The extension agreement with the sanitation district is the authorization required to perform the work; the county had to act promptly to avoid delaying the project.
Staff said the engineer who prepared the project plans had previously estimated the work and that the engineer’s estimate emailed May 15 put the likely cost at about $16,000 (the engineer’s estimate included roughly 100 feet at about $120 per foot plus a manhole cost). County staff told commissioners their position is that responsibility lies with the engineer because the construction plans submitted to the sanitation district showed the line as constructed; staff said they would press the engineer to accept responsibility and insurance coverage if necessary.
Commissioners asked whether the county could approve the sanitation‑district agreement contingent on a final cost‑sharing arrangement; staff said the agreement with the sanitation district is separate from any cost allocation with the engineer or contractor. The county manager said there are potential local funds available — a recent DOLA award to the county for approximately $81,000 was mentioned as a source that could cover projects if needed — and the sanitation district offered an available manhole that might reduce costs.
The board voted to approve the sewer extension agreement so construction can proceed; staff said if the county ultimately pays any portion of the cost, that would be brought back to the board for action.
